Partners
Partners set the LP fee of a launch and take a share of its fees.
A partner is usually a frontend that sends launches to the launchpad. Each launch names one registered partner, with
partnerId.

The share and LP fee never change. A launch keeps the terms of its partner forever.
Registration
Anyone can call registerPartner(feeRecipient, shareBps, lpFee). There is no approval and no cost other than gas.
- IDs start at
0and go up by one.partnerCount()is the next ID. - The fee recipient must not be the zero address or the launchpad.
- An unregistered ID has a zero
feeRecipient. A launch with an unregistered partner reverts.
Fee recipient
Only the current fee recipient can call setPartnerFeeRecipient(partnerId, newRecipient). Fees that are already
credited stay with the old recipient. Fees that are collected later go to the new one.
